Procedure Followed in Decision Making Process:

1.What is the procedure followed to take a decision for various matters? (A reference to Secretariat Manual and Rule of Business Manual, and other rules/ regulations etc. can be made).

At the National Level: Working Group comprising of all State Directors of Employment conduct National level meetings who decide    about issues, policy and procedure to be followed in the country. Their decisions are conveyed to the States    who further implement them through executive instructions.

At the State Level:   All major decisions regarding policy matters are taken at the Directorate level with the due approval of the    Secretary Labour and Employment, who is the administrative head of the Department.Amendments/    modification procedure/ policy matters are taken up in the standing committee comprising of officers posted at    the Directorate and in the field.

2.What are the documented procedures/laid down procedures/Defined Criteria/ Rules to arrive at a particular decision for important matters? What are the different levels through which a decision process moves?

For all cases related to important policy matters and rules documents are prepared at the Directorate level for administrative approval of the Secretary Labour & Employment. For internal administrative and functional matters cases are prepared and checked till the level of Additional Director for final approval by the Director of Employment.

3.What are the arrangements to communicate the decisions to the public?

  • For submissions, scheme of selection is displayed on the notice board.
  • For shortage categories or spot submission information about the vacancy is displayed on the notice board.
  • For arranging coaching-camps, seminars, self-employment camps, candidates are informed by post along with display of notice in the office and at important places.
  • Regarding unemployment allowance candidates are informed by post.
  • About Overseas Employment Cell print media, press and postal correspondence, emails along with telephonic messages are used.
  • Talks on Radio and TV. Advertisements through print media and local T.V channel also done.

4.Who are the officers at various levels whose opinions are sought for the powers of decision making? 

At State Level:-

Secretary Labour & Employment, Director Employment and Additional Director/ Joint Director Employment.

At Directorate level:-

Director Employment, Additional Director, Joint Director and Deputy Director of the concerned branch.

At Divisional Level:-

Deputy Director.

At District Level:-

District Employment Officer and Employment Officer.

At Sub-divisional Level:-        

Employment Officer(G) or Employment Officer (V.G)

5.Who is the final authority that wets the decision?

For State level issues-- Secretary Labour and Employment. For departmental issues-- Director Employment.
